Item Robust stochastic frontier analysis applied to the Brazilian electricity distribution benchmarking method.(2022) Campos, Magno Silvério; Costa, Marcelo Azevedo; Gontijo, Tiago Silveira; Lopes-Ahn, Ana LúciaA Data Envelopment Analysis (DEA) method has been applied by the Brazilian regulator to set regulatory operational costs for 61 electricity distribution utilities. Recent studies show evidence that the current method still requires improvements. This study evaluates the use of Stochastic Frontier Analysis (SFA) as an alternative method. Pros and cons are evaluated. Results show that the SFA is more flexible to deal with outliers. However, the SFA has major convergence problems. Convergence issues can be overcome using Bayesian computations. This study advocates the use of both DEA and SFA as the best alternatives, as indicated by European regulators.Item Performance assessment of Brazilian power transmission and distribution segments using data envelopment analysis.(2017) Rodrigues, Lásara Fabrícia; Souza, Matheus Alves Madeira de; Dias, Thamara Paula dos SantosIn this study, we conducted efficiency analyzes of both power transmission and distribution segments in Brazilian electricity sector. In order to accomplish these analyzes, data envelopment analysis-variable returns to scale models, cost analysis and window analysis approaches were carried out. The results showed that overall efficiency and stability in the distribution sector are higher than in transmission sector, which suggest that distribution companies are better managed regarding their operational costs compared to those within transmission segment. Moreover, it was accounted that approximately R$ 21 billion could have been saved if decision making units (within distribution and transmission systems) analyzed had operated with maximum level of efficiency from 2008 to 2014. Consequently, energy tariff prices paid by each consumer could have also been lower.
